PUBLIC OFFER

on providing access to the CredoVPN service

Revision dated 11 April 2026.

This document is an official offer by Dolphin LLC (ООО «Дельфин»), INN 6633019190, OGRN 1126633001153, hereinafter the “Contractor”, to enter into an agreement on the terms below with any capable individual, sole proprietor, or legal entity, hereinafter the “User”, who accepts this Offer. OGRN data may be verified via public registry sources (checko.ru).

Under Articles 435 and 437 of the Civil Code of the Russian Federation, this document is a public offer. Acceptance means the User’s full and unconditional agreement to all terms without exceptions or reservations.

1. Terms and definitions

1.1. CredoVPN Service / Service — the software and technical system provided by the Contractor under the CredoVPN name, intended to give the User remote secure network access using the supported WireGuard application and the Contractor’s infrastructure.

1.2. Access — enabling the User to use the Service for the paid period by providing configuration data, instructions, technical parameters, account information, QR codes, configuration files, access keys, or other connection means offered by the Service interface.

1.3. Plan — the price and duration of access to the Service set by the Contractor and published in the Service interface, on the Contractor’s website, in the Telegram bot, or in another official Contractor channel.

1.4. Trial access — a time-limited test period of access to the Service on terms set by the Contractor.

1.5. Supported application — the WireGuard application designated as the basic supported connection method. The Contractor does not support third-party applications unless expressly stated.

1.6. Service interface — the website, Telegram bot, app, web UI, chat, or other channel through which the User accesses Service features, plans, payments, instructions, and support.

1.7. Acceptance — actions showing the User’s agreement to this Offer, including but not limited to: paying for a plan, activating trial access, starting to use the Service, clicking a confirmation button, ticking acceptance of the Offer, or continuing to use the Service after reading this document.

2. Subject of the agreement

2.1. The Contractor undertakes to provide the User access to the CredoVPN Service under this Offer, and the User undertakes to pay for such access according to the selected Plan when access is paid.

2.2. The Service is provided digitally, remotely over the Internet, without a physical medium.

2.3. The subject of this Offer is digital access to the Service and related technical infrastructure, plus basic information and technical support within limits defined by the Contractor.

2.4. The Contractor does not sell WireGuard software and is not its developer. The Contractor provides access to its own network infrastructure and instructions for using the supported application.

3. Conclusion of the agreement

3.1. The agreement is deemed concluded upon acceptance of this Offer.

3.2. Acceptance includes one or more of: ordering and/or paying for a Plan; activating trial access; receiving and using access configuration; using the Service after reading the Offer; clicking a button that confirms agreement with this Offer.

3.3. By accepting, the User confirms that they: have read this Offer; understand its content and legal consequences; have the required legal capacity; accept the Offer in full.

4. Service description and use

4.1. The Service provides the User with remote secure network connectivity using the Contractor’s infrastructure.

4.2. The Service supports connection via WireGuard. Support for other apps, protocols, clients, or solutions is outside the Contractor’s obligations unless expressly stated.

4.3. The Contractor may change server lists, connection geography, technical parameters, configuration delivery, interface, Plans, connection methods, authentication, and other Service characteristics without prior individual agreement, provided paid access remains possible in general.

4.4. The Contractor may perform maintenance, technical, emergency, scheduled, or other work that may temporarily limit access.

4.5. The User understands that Service operation may depend on: Internet quality; device characteristics; software used; ISP restrictions; third-party actions; blocking, filtering, failures, or legal requirements in the jurisdiction of use.

5. Plans, trial access, and duration

5.1. The Contractor may offer, when available in the interface: 24-hour trial; 1 month; 3 months; 6 months; 1 year.

5.2. Current Plan prices are shown in the Service interface, website, Telegram bot, checkout, or another official channel at the time of payment.

5.3. Trial access may be limited to once per User, device, account, payment identifier, or other identification means, unless otherwise provided.

5.4. The Contractor may deny repeat trials, reduce trial scope, limit features, or stop trial access if abuse is detected.

5.5. Access duration runs from actual activation or from the moment access is provided, unless the interface provides otherwise.

5.6. If the User does not use access for reasons beyond the Contractor, the paid period is not extended or carried over unless Service rules or a Contractor decision expressly provides otherwise.

6. Pricing and payment

6.1. Payment may be in RUB, USD, EUR, other fiat, digital assets including USDT, or other methods available in the interface at payment time.

6.2. Available payment methods are determined by the Contractor and/or partners and may change without prior notice.

6.3. Payment is deemed completed after funds or digital assets are actually received or confirmed by the payment provider, crypto processor, bank, payment system, or other authorized intermediary.

6.4. For digital-asset payments, the User bears risks related to: network choice; destination address correctness; exchange rate volatility; blockchain fees; confirmation delays; User errors.

6.5. The Contractor’s obligation to provide access arises after payment is confirmed in the Contractor’s system or by the relevant partner.

6.6. If the User pays incorrectly (wrong details, address, network, insufficient amount, etc.), the Contractor is not liable for failure to auto-credit payment.

6.7. Bank, payment, acquiring, crypto network, exchanger, and other intermediary fees are paid by the User unless the interface states otherwise.

7. Providing access

7.1. After payment confirmation, the Contractor provides access via instructions, configuration data, QR codes, files, links, parameters, keys, or other Service-supported means.

7.2. The service is deemed duly rendered once the User can use paid access.

7.3. Incomplete reading of instructions, misconfiguration of the supported app, use of unsupported apps, or User errors alone do not mean the Contractor failed to render the service.

7.4. The Contractor may set technical limits (devices, connection types, configuration change frequency, concurrent sessions, etc.) if shown in the interface, required by architecture, or needed for stable operation.

8. User rights and obligations

8.1. The User shall: use the Service in good faith and in compliance with applicable law; connect with the supported WireGuard app; follow setup and use instructions; not share configurations, access, keys, files, or parameters with third parties unless expressly allowed; not disrupt the Service; not use it unlawfully.

8.2. The User must not: use the Service unlawfully; distribute malware, spam, or phishing; conduct attacks, unauthorized access, or interference with third-party systems; resell, share, publish, transfer, or replicate access without written permission; use unsupported apps as a basis for support complaints; harm the Contractor’s infrastructure or other users.

8.3. The User may: use the Service within the paid Plan; contact support on supported use; obtain access status and terms information; request refunds under this Offer and any published Refund Policy.

9. Contractor rights and obligations

9.1. The Contractor shall: provide access after payment confirmation or trial activation; operate the Service within reasonable limits for a digital service; handle requests related to the Service and supported WireGuard.

9.2. The Contractor may: suspend or limit access for technical work; change prices, payment methods, durations, parameters, interface, and other terms until a new period is paid; restrict, suspend, or terminate access for Offer breaches; request additional information for payments, refunds, support, and security; refuse support unrelated to supported WireGuard.

10. Refunds

10.1. The User may request a refund within 7 calendar days from payment.

10.2. Refund requests require sufficient information to identify the payment and describe the issue, including when needed: date/time; method; amount; transaction ID, receipt, hash, or other proof; problem description.

10.3. Refunds may be granted if objective technical issues prevent intended use, confirmed on review, and not caused by: unsupported apps; User error; hardware/ISP/device/network limits; incorrect data entry; Offer breaches.

10.4. The Contractor may refuse a refund if: access was provided and used; the issue stems from User action or inaction; required verification data is missing; abuse, fraud, repeated unjustified trial use, or bad faith is detected.

10.5. For digital-asset payments, an approved refund may be in the same asset, equivalent per Contractor rules as of review, minus actual network, processing, and intermediary fees.

10.6. Review time is reasonable for verification but typically does not exceed internal rules or a published Refund Policy timeframe.

11. User support

11.1. Support channels include: email support@credovpn.ru; Telegram @credovpnsupportbot; other channels listed on credovpn.ru or in the Service interface.

11.2. Support covers: Service access; WireGuard connection; infrastructure-related technical issues; payment, subscription, and refunds.

11.3. Unsupported third-party apps, OS issues, third-party networks, corporate restrictions, local devices, or programs are not guaranteed to be resolved by Contractor support.

12. Limitation of liability

12.1. The Service is provided “as is” and “as available”.

12.2. The Contractor does not guarantee: absolute uptime; compatibility with all devices, networks, ISPs, and jurisdictions; permanent availability of a specific server, route, point, or feature; usability in every country, region, network, or under third-party restrictions.

12.3. The Contractor is not liable for: third-party ISPs, datacenters, payment or banking or crypto networks; Internet outages; third-party blocking, filtering, slowdowns, or measures; unlawful use by the User; failures due to unsupported apps or User misconfiguration; indirect losses, lost profit, data loss, reputational harm, or other indirect consequences.

12.4. Aggregate liability is limited to the amount actually paid for the relevant paid access period, unless mandatory law provides otherwise.

13. Supported application limits

13.1. Support is only for connecting and using the Service via WireGuard.

13.2. Other apps, protocols, clients, or third-party VPN clients are not supported unless expressly stated.

13.3. The User bears risks of unsupported apps, including misoperation, incompatibility, lack of access, and inability to obtain full setup guidance.

14. Intellectual property

14.1. Interface elements, texts, graphics, marks, databases, software, instructions, logic, and other IP used in the Service belong to the Contractor or are used on lawful grounds.

14.2. The User may not reproduce, copy, distribute, modify, publish, decompile, or otherwise use Service elements beyond what is needed for lawful personal use of access.

15. Data processing and other documents

15.1. Personal and technical data processing is governed by the Privacy Policy on the site, bot, or other official channel.

15.2. Refund rules, usage rules, no-logging policy, subscription terms, and other published documents are part of the relationship to the extent they do not conflict with this Offer.

15.3. If documents conflict with this Offer, this Offer prevails unless another document expressly states otherwise.

16. Term, changes, and termination

16.1. This Offer is effective from publication until withdrawn by the Contractor.

16.2. The Contractor may change this Offer at any time without individual notice. The new version is effective from publication unless a different date is stated.

16.3. The User shall monitor the current Offer version.

16.4. Continued use after a new version takes effect means acceptance.

16.5. Access may end: when the paid period ends; at the User’s initiative; at the Contractor’s initiative under this Offer; or on other grounds under law and Service rules.

17. Applicable law and disputes

17.1. Russian law applies unless mandatory international private law or other mandatory rules require otherwise for a category of Users.

17.2. Parties shall seek to resolve disputes through negotiations and support or Contractor contact details.

17.3. If amicable resolution fails, disputes are resolved under applicable law and jurisdiction rules.
